We are terrific - so will interest rates go up?

Glenn Stevens, head of the RBA, says that "government finances were in terrific shape", according to news.com.au, and that "regular measures applied liberally had worked" for Australia.
Which I guess means that we could get a interest rate rise tomorrow... or maybe not. The latest inflation details show that "rose by a relatively slow 0.1 per cent in February, after jumping by 0.8 per cent rise in January - and that could temper the RBA's view on whether to move on rates tomorrow or in the months ahead", reports the SMH.
So what is the RBA going to do? Will rates go up? Or will the RBA hold off on another rate rise tomorrow?
